1 ARTICLE 1: ESTABLISHMENT

1. The 48th County Party (48th CP) is to be legally registered political organization under the Political Parties Act. It ensures equal representation and democratic participation for all Kenyans, including those in the diaspora.

2. The Party is structured as a corporate entity with a permanent succession and legal status.

3. The Party’s official symbol is The Globe and Unity Handshake, representing global cooperation and community empowerment.

4. The Party colours are Blue, White, and Red, symbolizing trust, unity, and prosperity.

5. The Party slogan is "Global Vision, Local Impact."

2 ARTICLE 2: PREAMBLE

We, the members of the 48th County Party (48th CP):

1. Recognize the importance of good governance, inclusion, and citizen empowerment in political affairs.

2. Commit to building a Party that fosters economic progress, sustainable development, and accountable leadership.

3. Uphold ethical standards, transparency, and integrity in all political and administrative operations.

4. Advocate for policies that encourage diaspora involvement in national progress.

5. Strive to create a dynamic, diverse, and progressive political landscape for all Kenyans.

3 ARTICLE 3: VISION & MISSION

3.1 Vision

To establish a globally recognized and inclusive political Party that advances governance, economic prosperity, and social justice for all Kenyans.

3.2 Mission Statement

To create an innovative and people-driven political movement that bridges governance and citizen needs, ensuring equal representation and inclusive policies.

3.3 Core Values

1. Inclusivity – Providing equal opportunities for all Kenyans, including diaspora members.

2. Accountability – Ensuring leadership is responsible and answerable to Party members.

3. Innovation – Promoting technology-driven solutions for national progress.

4. Integrity – Upholding the highest ethical standards in governance.

5. Economic Empowerment – Advocating for policies that create job opportunities and investment-friendly environments.

3. Strengthen Diaspora Engagement – Facilitate active participation of Kenyans abroad in governance and economic activities.

5. Advocate for Social Justice – Ensure equality, human rights protection, and fair representation of marginalized communities.

5 ARTICLE 5: MEMBERSHIP

5.1: Eligibility and Application for Membership

Membership is open to all Kenyan citizens who adhere to the Party’s values and objectives. Applications can be submitted through designated Party offices or online platforms.

5.2: Rights and Responsibilities of Members

Members have the right to participate in Party elections, contest leadership positions, and access Party programs. They must also uphold Party principles, promote policies, and contribute to its growth.

5.3: Termination and Resignation of Membership

A member may resign voluntarily by submitting a written notice. Membership may also be revoked due to misconduct, violation of Party principles, or participation in activities that harm the Party’s reputation.

6 ARTICLE 6: STRUCTURE OF THE PARTY

The Party is structured into various governing bodies, including:

• National Leadership Council (NLC) – The highest decision-making body.

• National Executive Board (NEB) – Responsible for policy implementation.

• Diaspora Leadership Forum – Represents the interests of Kenyans abroad.

• Strategic Policy Committee – Develops policies and legislative frameworks.

• Regional and Grassroots Leadership – Ensures local representation and Party outreach.

7 ARTICLE 7: GOVERNANCE & LEADERSHIP

1. Democratic Representation – The Party is committed to upholding democratic principles by ensuring free and fair elections at all levels.

2. Decentralized Administration – The governance structure is designed to promote efficiency by delegating responsibilities to various leadership organs.

3. Accountability and Transparency – Elected officials and Party leaders are required to report regularly on their activities and financial expenditures.

4. Inclusivity in Leadership – The Party will ensure gender balance and representation of marginalized communities within leadership structures.

8 ARTICLE 8: NATIONAL LEADERSHIP COUNCIL (NLC)

1. The NLC is the highest governing body of the Party and is responsible for setting policies and strategic direction.

2. It comprises the Party Leader, Deputy Leaders, National Chairperson, Secretary-General, and key officials.

3. The NLC convenes biannually to assess Party progress and set priorities.

4. It has the authority to review and amend Party policies in response to changing political landscapes.

9 ARTICLE 9: NATIONAL EXECUTIVE BOARD (NEB)

1. The NEB is tasked with implementing policies formulated by the NLC.

2. It oversees daily operations, budget allocations, and administrative management.

4. It works closely with county and constituency leadership to enhance Party cohesion.

1. This Forum serves as a platform for Kenyans abroad to engage in Party activities and governance.

2. It ensures the interests of the diaspora community are included in national political discourse.

3. The Forum collaborates with local branches to facilitate investment, civic engagement, and policy discussions.

4. Regular meetings are held to ensure continued involvement of the diaspora in Party decisions.

11 ARTICLE 11: STRATEGIC POLICY COMMITTEE

1. The Strategic Policy Committee (SPC) is responsible for developing and refining the Party’s policies and strategies.

2. It works in collaboration with the National Leadership Council (NLC) to ensure policies align with national and international best practices.

3. The SPC will provide research and recommendations on legislative matters and governance.

4. The committee will engage stakeholders, experts, and grassroots representatives to draft impactful policies.

12 ARTICLE 12: DIASPORA ADVISORY COUNCIL

1. The Diaspora Advisory Council (DAC) serves as the principal body representing Kenyans living abroad.

2. It liaises with the Party leadership to ensure diaspora interests are incorporated into Party policies and national governance.

3. The DAC will establish networks in various countries to strengthen political engagement and economic collaboration.

4. Members of the DAC shall be elected by the Party’s registered diaspora members and serve a renewable two-year term.

13 ARTICLE 13: NATIONAL YOUTH & WOMEN CONGRESSES

1. The National Youth Congress (NYC) and the National Women Congress (NWC) serve as platforms for youth and women participation in Party governance.

2. These bodies advocate for youth and women’s empowerment through policies that address employment, education, and leadership opportunities.

3. They shall work closely with other Party organs to ensure inclusivity in decision-making.

4. The NYC and NWC shall organize annual conferences to discuss key challenges and propose actionable solutions.

14 ARTICLE 14: COUNTY LEADERSHIP

1. Each county shall have a County Leadership Committee (CLC) responsible for overseeing Party activities within the county.

2. The CLC will coordinate membership recruitment, grassroots mobilization, and policy dissemination.

3. It will ensure Party policies are implemented effectively at the county level and report to the National Secretariat.

4. The County Chairperson shall be elected by Party members in the county for a three-year renewable term.

15 ARTICLE 15: CONSTITUENCY REPRESENTATIVES

1. Constituency Representatives shall serve as the link between the county leadership and grassroots members.

2. They shall mobilize Party support, implement Party policies, and engage in voter education.

3. They shall ensure coordination between the Party leadership and local communities.

4. Representatives will be elected by Party members within the constituency for a renewable term of three years.

16 ARTICLE 16: WARD REPRESENTATIVES

1. Ward Representatives shall be responsible for Party activities and mobilization at the ward level.

2. They will ensure active grassroots participation in Party affairs and communicate policy decisions from higher leadership.

3. Ward Representatives shall work in collaboration with Constituency Representatives to promote Party initiatives.

4. They will be elected by registered Party members at the ward level.

17 ARTICLE 17: GRASSROOTS MEMBERSHIP COMMITTEES

1. Grassroots Membership Committees shall be established in all administrative wards to recruit new members and strengthen Party presence.

2. These committees will facilitate voter registration drives and political education programs.

3. They shall liaise with the Party leadership at all levels to ensure proper implementation of Party strategies.

4. Members of these committees will be selected through consensus or local Party elections.

18 ARTICLE 18: NATIONAL ELECTIONS BOARD

1. The National Party Officials include the Party Leader, Deputy Leaders, National Chairperson, Secretary-General, and other key officials.

3. National Officials shall be elected at the National Delegates Conference.

4. They shall serve renewable five-year terms and report to the National Executive Board.

21 ARTICLE 21: COUNTY OFFICIALS

1. County Officials will manage Party affairs within their respective counties.

2. They shall oversee membership recruitment, political mobilization, and implementation of Party policies.

3. County Chairpersons will serve as the head of the county Party structure and shall coordinate activities with national leadership.

4. They will be elected by county delegates at the County Delegates Conference.

4. Ward Officials will be elected by registered members within the ward.

24 ARTICLE 24: POLLING CENTRE OFFICIALS

1. Polling Centre Officials will oversee Party activities at polling station levels.

2. They will ensure efficient mobilization during elections and Party events.

3. They shall coordinate with Ward Officials to enhance voter engagement.

4. Officials will be selected by Party members in their respective polling centers.

3. Any form of corruption, discrimination, or abuse of power shall be strictly prohibited and punishable under Party rules.

4. Members must conduct themselves in a manner that upholds the dignity and reputation of the Party.

27 ARTICLE 27: PARTY NOMINATIONS & ELECTIONS

1. The Party shall conduct free, fair, and transparent nominations for elective positions at all levels.

2. The nomination process shall be guided by principles of merit, inclusivity, and democratic participation.

3. All candidates must meet the legal requirements and qualifications as stipulated by the Party’s electoral board.

4. The nomination and election rules shall be reviewed periodically to ensure compliance with national laws and emerging best practices.

28 ARTICLE 28: ELECTORAL AND NOMINATION DISPUTE RESOLUTION COMMITTEE

1. An independent Electoral and Nomination Dispute Resolution Committee shall be established to handle all election-related grievances.

2. The Committee shall ensure timely resolution of disputes through mediation, arbitration, or other legal mechanisms.

3. All disputes shall be filed in writing within a stipulated period following an election or nomination process.

4. Decisions of the Committee shall be binding, subject to appeal within the Party’s legal framework.

29 ARTICLE 29: PROCEDURE AND QUORUM OF MEETINGS

3. Sources of Party funding shall include membership fees, donations, fundraising, and lawful contributions.

4. Misuse or misappropriation of Party funds shall be subject to strict disciplinary action, including expulsion and legal prosecution.

32 ARTICLE 32: PARTY SEAL & OFFICIAL DOCUMENTATION

1. The Party shall have an official seal that shall be used on all legally binding documents and communications.

2. Only authorized officials shall have access to and the right to use the Party seal.

3. All official documents shall be maintained in secure records and shall be available for review under appropriate circumstances.

4. Unauthorized use of the Party seal or falsification of documents shall be a punishable offense.

33 ARTICLE 33: MEDIA, COMMUNICATION, AND PUBLIC RELATIONS

1. The Party shall maintain an official communication and media strategy to engage members and the public.

2. The Party’s public relations team shall be responsible for all official statements, publications, and digital communications.

3. All Party officials must seek approval before making statements on behalf of the Party.

4. The Party shall leverage media channels to promote its policies, campaigns, and member engagement efforts.

34 ARTICLE 34: MERGERS, COALITIONS, AND AFFILIATIONS

1. The Party may enter into mergers, coalitions, or affiliations with other political entities to advance its vision and objectives.

2. Any such partnership must align with the Party’s core values and be ratified by the National Executive Board.

3. The terms and conditions of any merger or coalition must be documented and approved through a special delegates’ conference.

4. Any agreement shall be made public and communicated to all Party members.

35 ARTICLE 35: INTERNAL DISPUTE RESOLUTION MECHANISM
